The good news for Norwegians
As EEA citizens, Norwegians can move to Spain without a visa. You register, get a NIE, get a green EU registration certificate, and you're done. No Schengen 90/180-day limit.
What you do need
- NIE number
- EU residency certificate (apply within 90 days of arrival)
- Padrón (town hall registration)
- Spanish bank account
- Private health insurance OR Norwegian S1/E121 form (for pensioners with Folketrygd cover)
Tax exit from Norway
The big question. If you stay registered in Norway: you remain taxable there. If you formally emigrate (utflytting): you fall out of Norwegian tax after 3 years AND must prove no permanent home, no family link, and limited stays in Norway.

Formuesskatt does not apply once you're a Spanish tax resident — but Spain has its own wealth tax (Impuesto sobre el Patrimonio). In Andalucía, the regional wealth tax is essentially 0% on the first €3M+, so net-net most Norwegians pay less here.
Spanish income tax
Andalucía progressive: 19% on the first €12,450, rising to ~47% above €300,000. The Beckham Law (24% flat for 6 years on Spanish income) is available for first-time tax residents arriving on a work contract.
