What plusvalía is

A municipal capital gains tax on the increase in land value (not the building) between purchase and sale. Paid by the seller within 30 days of signing.

The 2021 reform

The Constitutional Court struck down the old formula. Sellers can now choose:

  1. Objective method: town hall coefficient × catastral land value
  2. Real-gain method: actual capital gain × land's share of catastral value

You can pick the cheaper option. If the property sold for less than purchase, you owe €0 — but you must still file.
